QuickBooks Desktop’s Submit Form or Print/E-file Form window is the central hub for finalizing payroll tax forms — printing copies for your records, electronically filing with agencies, or distributing W-2s to employees. But when the option to provide employees with online access to their W-2s is grayed out, the culprit is almost always unresolved errors on the form itself. QuickBooks will not transmit W-2s electronically — and will not enable the online-access checkbox — until every data issue is corrected.
What the Window Handles
Depending on your payroll subscription, the Submit Form or Print/E-file Form window lets you print forms for the agency or for your own records, electronically file federal and most state payroll tax forms, and distribute W-2s. With an Enhanced Payroll subscription, e-filing is available directly from within QuickBooks, provided the forms have been set up for electronic filing during the payroll setup interview.
To configure e-filing for supported forms, users navigate to the Employees menu, select Payroll Center, and access the File Forms tab. From there, the filing method can be managed through the Other Activities area. Once forms are configured, the Submit Form window becomes the launch point for both filing and printing.
The Grayed-Out Checkbox Problem

If expected options are missing or behaving unexpectedly, checking for updates through the Help menu’s Update QuickBooks option can resolve version-related gaps. Payroll tax forms change annually, and stale installations may not reflect current agency requirements.
