QuickBooks Vermont Form WHT-430 Withholding Filing Details

QuickBooks prefills most of Vermont's monthly withholding tax form, but account number format and filing rules trip up users. Here's what to check.

QuickBooks Desktop handles Vermont’s monthly withholding tax return, Form WHT-430, by prefilling most fields automatically — but the state’s specific account-number format and a handful of filing rules have caused confusion among payroll filers using the built-in form.

What Form WHT-430 Covers

The form is Vermont’s monthly income tax withholding payment return. Employers required to pay monthly use it to report state income tax withheld from employee paychecks. Semi-weekly payers follow a different process, submitting payments via ACH Debit through the state’s online system rather than filing this return.

If no Vermont income tax was withheld during a given reporting period, the form should not be filed at all.

Due Dates That Catch People Off Guard

The standard filing deadline is the 25th day of the month following the end of the reporting period. When that date lands on a weekend or holiday, the return moves to the next business day.

One exception has generated repeated questions: returns reporting January activity — the period ending January 31 — are due on February 23 rather than February 25. The same weekend-and-holiday shift applies to that adjusted date.

Additionally, for the quarterly reporting periods ending in March, June, September, and December, all filers must submit Form WHT-436 instead of WHT-430. This quarterly requirement applies regardless of a taxpayer’s normal filing frequency.

The Account Number Problem

The most common stumbling block involves the Vermont account number format. Since 2015, the state has required an 11-character identifier in the pattern “WHT” followed by eight digits. QuickBooks users need to enter this number without the space in either Payroll Setup or the Payroll Item List.

A critical note: the older account numbers that began with “430” are no longer valid and should not be entered. Filers who have not yet been issued a state account number can leave the field blank, and Vermont will use the federal Employer Identification Number for identification.

Business Name for Individuals

Sole proprietors and unregistered individuals who need to file WHT-430 face a specific formatting requirement. Vermont wants the personal name entered in a precise order: last name, followed by a space, then first name, a space, and the middle initial. QuickBooks will not reformat this automatically, so the field needs manual review.

What QuickBooks Fills In Automatically

When company, payroll, and employee data is complete and current in QuickBooks, the software populates the majority of form fields without additional input. The remaining blank fields typically require only a quick review.

For fields that QuickBooks did not auto-populate, the form window’s built-in Help button provides field-level guidance. Users can also trace withholding figures back to their source data through hyperlinks within the form interface.

Exporting and Saving the Form

QuickBooks supports summarizing payroll data in Microsoft Excel for those who need a spreadsheet record alongside the filed return. The form itself can also be saved as a PDF, which is useful for archival or for sharing with an accountant without granting file access.

The Bottom Line

Form WHT-430 is largely a review-and-submit process inside QuickBooks when payroll data is up to date. The friction points are procedural rather than technical: getting the account number format right, remembering the February 23 adjustment for January activity, and knowing when to switch to Form WHT-436 for quarterly periods. Double-checking those items before filing resolves most of the questions that surface around this form.
