QuickBooks Desktop with Enhanced or Assisted Payroll can prepare and print West Virginia Form WV/IT-103, the Annual Reconciliation of Income Tax Withheld, but users regularly ask where to find the form and which fields they are responsible for reviewing before sending it to the State Tax Department.

What the Form Is

Form WV/IT-103 is a year-end summary of all West Virginia state income tax withheld and remitted by an employer during the calendar year. It must be filed with the West Virginia State Tax Department, P.O. Box 3943, Charleston, WV 25339-3943, on or before February 28 of the following year — or whenever the employer’s obligation to withhold taxes is terminated, if that comes sooner.

The form is filed together with the state copies of all employee withholding statements (Forms W-2). Payment should not be sent with the reconciliation form itself. If there is an underpayment, the amount is remitted separately. If an overpayment was made, the employer must file an amended IT-101Q return to request a refund rather than adjusting it on the reconciliation form.

Where to Find the Form in QuickBooks

To access the form, open the Employees menu, choose Payroll Forms and W-2s, then Process Payroll Forms. From the list of available forms, select the West Virginia WV/IT-103 annual reconciliation. If the form does not appear in the list, confirm that the correct state unemployment and withholding setup is configured under Company Settings and that the West Virginia Employer Identification Number has been entered in the state tax section of the payroll setup.

What QuickBooks Prefills

QuickBooks populates the majority of the form fields automatically based on the payroll data already recorded throughout the year — state wages paid, state income tax withheld, and the number of W-2s generated. In most cases, if all company, payroll, and employee data was entered consistently into QuickBooks during the year, no additional manual input is needed beyond a review.

The software calculates withholding amounts from the paycheck-level data recorded for each employee. Each figure on the form traces back to the underlying payroll transactions, so the numbers should reconcile with the year-to-date totals visible in employee earnings reports and the W-2 summary.

Fields That Need Manual Review

Even though QuickBooks handles the calculations, several fields require the user’s attention before the form is printed and mailed:

West Virginia Employer Identification Number — This is the eight-digit number (formatted as nnnn-nnnn) assigned by the West Virginia State Tax Department. QuickBooks can only display this number if it was previously entered in the company’s state payroll setup. If the field is blank or incorrect, the user must enter the correct number directly on the form before printing.

Number of W-2s — QuickBooks tracks and calculates W-2 data based on active employees with West Virginia wages during the year. If the count shown does not match the actual number of W-2s being submitted — for instance, if a W-2 was generated manually or an employee record was adjusted after the form was populated — the user can click the number directly on the form and enter the correct figure.

Filing date and termination information — If the employer’s withholding obligation was terminated during the year rather than continuing through December 31, the user should verify that the form reflects the correct timing and mark any termination fields as required by the state’s instructions.

Verifying the Numbers Before Filing

Before printing and mailing the form, it is worth cross-checking the prefilled totals against internal payroll reports. QuickBooks allows users to summarize payroll data in Microsoft Excel for an independent reconciliation. Running a year-end payroll summary report and filtering for West Virginia state wages and state income tax withheld provides a quick way to confirm that the figures on the WV/IT-103 match the underlying records.

If a number on the form looks incorrect, clicking the hyperlinked field within the form window opens a detail view showing exactly where QuickBooks pulled that figure from. This makes it possible to trace any discrepancy back to a specific paycheck or adjustment.

Saving and Printing the Form

Once all fields are reviewed and corrected, the form can be saved as a PDF for your records. Use the Save as PDF option from the form window rather than relying on the standard print dialog, since the PDF copy preserves the form layout and is suitable for archiving alongside the mailed copy and the attached W-2s.

Print two copies — one to mail with the state W-2 copies and one to keep on file. The state copy should include the W-2s and be postmarked no later than the February 28 deadline.

When the Form Will Not Appear

If the WV/IT-103 is missing from the payroll forms list entirely, the most common cause is incomplete state setup. Verify that West Virginia is listed as a state for both withholding and unemployment in the company’s payroll settings, and that each employee who earned West Virginia wages has the correct state assigned on their record. Updating the payroll tax table to the most recent release is also necessary, since state forms are distributed through tax-table updates and may not appear if QuickBooks is running an older revision.
