QuickBooks and Wisconsin Form UCT-101: What Fills Automatically

QuickBooks prefills most of Wisconsin's quarterly unemployment report, but several manual fields and e-filing thresholds still catch employers off-guard.

QuickBooks desktop payroll generates Wisconsin Form UCT-101, the Quarterly Contribution Report, with most of the fields already populated from company and employee data. The report is required from every employer covered under Wisconsin’s Unemployment Insurance Law, and in most cases the only work left is reviewing what QuickBooks did not fill in.

E-Filing Threshold and Paper Penalties

Employers reporting 25 or more employees must file both the contribution report and the Quarterly Wage Report (Form UC-7823) electronically. Filing on paper when you meet that threshold carries consequences. Wisconsin assesses a per-employee penalty for paper filing in addition to a separate penalty for submitting the tax report on paper rather than electronically.

Fields QuickBooks Prefills

When company, payroll, and employee records are complete and current inside QuickBooks, the software handles the bulk of the form. The employer identification section — federal EIN, phone number, legal name, and address — draws directly from company setup. Monthly employment figures also populate automatically, with the program listing each month of the quarter and the number of employees who worked on the 12th of each month. Where no employment occurred in a given payroll period, QuickBooks enters zero.

The wage exclusion calculation on Line 10 is derived by subtracting taxable payroll on Line 11 from total covered wages on Line 9.

Fields That May Need Manual Entry

Several fields fall outside what QuickBooks can supply from payroll data, and these are where employers most often run into trouble.

Internet Access Number. This eight-character identifier is assigned by the Department of Workforce Development and appears on the preprinted Form UCT-101 the agency mails to employers. It is required the first time an employer uses the state’s online Tax and Wage Reporting System. QuickBooks has no way to generate this number, so it must be transcribed from the paper form.

Account Number. Wisconsin added this field for future use, and no entry is currently required.

Interest Due. Monthly interest accrues on past-due unemployment insurance taxes at a rate that may change annually. QuickBooks does not calculate this figure, so employers with outstanding balances need to obtain the current rate from the state.

Late Filing Penalty. If the Wage Report is filed within 30 days after the due date, the late fee is a flat amount. Beyond 30 days, the fee becomes the greater of a higher flat amount or a per-employee charge. The applicable figure goes on Line 15.

EFT Payment. Taxes already remitted by Electronic Fund Transfer are entered on Line 16.

Credit Available. Any available credit — along with its date and amount — goes on Line 17.

Employer Information Changes

If the federal EIN, phone number, name, or address has changed since the last filing, QuickBooks will still print the old data. Employers must complete a separate Account Change Information form and return it with the report.

Mailing Payments

When submitting the report with a check or money order, or when EFT payment has been made for taxes due, the filing goes to the Department of Workforce Development, Division of Unemployment Insurance, at its Milwaukee post office box. The payment should be made payable to the department.

The Bottom Line

The form itself is straightforward once the manual fields are identified. The most common stumbling block is the Internet Access Number — employers who cannot locate their preprinted form from the state will not find that number anywhere inside QuickBooks. Keeping the DWD mailing on hand before starting the quarterly filing avoids that bottleneck.
