QuickBooks Desktop’s built-in payroll forms library includes Maine Form UC-1, the quarterly Unemployment Contributions Report for non-seasonal wages — but employers regularly run into questions about how wages flow to the form, how to distinguish seasonal from non-seasonal employees, and what the state’s electronic filing mandate means for their workflow.

What the Form Covers

Maine requires every employer registered to remit unemployment contributions on non-seasonal wages to file Form UC-1 each quarter. The form calculates unemployment contributions for the quarter, reports employee non-seasonal wage detail, and handles payment for any balance due — including the Competitive Skills Scholarship Fund (CSSF) component.

The filing deadline is the last day of the month following the close of the calendar quarter. If that date lands on a weekend or legal holiday, the deadline shifts to the next banking day. Employers must file even for quarters with no unemployment contributions, and seasonal employers face a separate requirement: they must file an additional UC-1 for seasonal wages, accessible through the QuickBooks Payroll Center under File Forms.

Electronic Filing Is Mandatory

Maine mandates electronic filing for both income tax withholding and unemployment insurance returns. Employers who e-file should not mail a paper copy. The state offers a hardship waiver for employers unable to file electronically, but obtaining one requires contacting Maine Revenue Services directly through their website.

Employers who lack a state-assigned UC employer account number fall outside the e-filing requirement and must print and file the return on paper. QuickBooks supports both paths: the Payroll Center’s File Forms tab lets users either e-file and e-pay or print the return for mailing.

Getting Non-Seasonal Wages to Flow Correctly

The most common stumbling block users report is wages not appearing on the UC-1 as expected. QuickBooks routes wages to the non-seasonal UC-1 based on each employee’s seasonal designation. Any employee with Maine UI wages for the filing period who is not marked as seasonal will flow to the non-seasonal form automatically.

To verify or change the designation, users navigate to the Payroll Center, select Employee Information, choose Edit Employee, and open the Employment Info tab. The Seasonal indicator should be blank or set to “No” for non-seasonal employees. If it reads “Yes,” those wages route to the seasonal UC-1 instead and will not appear on the non-seasonal version.

Direct Reimbursement Employers

Employers registered with the Maine Department of Labor as direct reimbursement employers have a specific checkbox on the form. Selecting “Yes” for that designation automatically enters zero amounts on the relevant contribution lines, reflecting their reimbursement arrangement rather than standard contribution calculations.

Prefilled Fields and Manual Review

QuickBooks populates most UC-1 fields automatically from existing company, payroll, and employee data. The form window highlights fields the software could not prefill, and users should review those entries before filing. In practice, companies with complete and accurate payroll data generally find little manual entry is required.
