Idaho Form TAX020 in QuickBooks: E-Filing Required, Administrative Reserve Rate Shows Zero

QuickBooks Desktop generates Idaho Form TAX020 — the Employer Quarterly Unemployment Insurance Tax Report — with most wage and tax fields populated automatically from company payroll data. But employers who pull up the form expecting to print and mail it are running into a hard stop: Idaho only accepts electronically filed returns, and the printed QuickBooks version is not a submittable document.
What the Form Covers
Form TAX020 reports unemployment insurance tax calculated on wages paid during the quarter and any amount due to the State of Idaho. When launched from within QuickBooks, the software prefills the majority of fields using existing company, payroll, and employee data. In most cases where records are current and complete, employers will not need to manually enter additional figures — though a review of anything QuickBooks left blank is recommended.
The Filing Restriction
The central issue users encounter is that Idaho does not accept paper-filed UI tax reports by default. Employers are required to file both the UI Tax Report and the Wage Detail Report electronically through the Idaho Employer Portal. The QuickBooks-generated form carries an explicit notice not to file it through the mail.
The only exception applies to employers who have received a formal waiver from the State of Idaho permitting them to file by mail. Even then, the QuickBooks version of the form is not the official document — waivered employers must obtain the official form directly from the Idaho Department of Labor.
Administrative Reserve Rate Displays as Zero
A point of confusion for many users is Line 4, where the Administrative Reserve Rate appears as 0.00000. This is not an error. QuickBooks folds the Administrative Reserve Rate into the UI Contribution Rate during payroll setup rather than tracking it as a separate tax item, so it has no standalone value to display on the form.
The Idaho agency has confirmed that the zero display on Line 4 is acceptable and does not create a filing problem. Understanding Lines 5 Through 7
Lines 5, 6, and 7 cover total gross wages paid, individual paid wages, and taxable wages respectively. Each of these lines includes a column amount that exists purely for printing layout — the actual figure flows from the field positioned to the left of it. Employers reviewing the printed form should focus on the left-hand fields as the source values.
Late Filing Penalties on Line 9
Idaho requires Form TAX020 to be postmarked by the deadline entered on Line 2. Missing that date triggers a mandatory late charge that accrues separately for each quarter. The penalty is calculated as the greater of four percent of the tax due multiplied by the number of months past the deadline, or twenty dollars multiplied by the number of months past — counting partial months as full months.
Employers who owe late fees must enter the penalty amount manually on Line 9, as QuickBooks does not compute or prefill penalty charges for overdue Idaho UI filings.
