HR Services in QuickBooks Online Payroll Require Premium or Elite
HR support in QuickBooks Online Payroll depends on your Workforce plan tier, and first-time access must come from the primary admin.
A familiar snag is surfacing among QuickBooks Online Payroll subscribers: the human resources tools they expected are missing from their menus. The community answer on the subject does not point to a bug. It points to two gates, a subscription tier and a first-user rule, and both have to be satisfied before anything appears.
The symptom: HR tools that stay hidden
Two versions of the complaint show up in the threads. Some users on the base Workforce Payroll plan open their payroll menus and find no HR Advisor, no support library, and no handbook builder. Others hold the right plan and still get nowhere, because a company admin or standard user tried the first visit and hit a locked door. In both cases the temptation is to blame the browser or the file, and neither is the cause.
Behind the confusion sits a real service. It runs under the QuickBooks Workforce name, with content and live advisors supplied by Mineral Inc., an outside HR firm Intuit pairs with these plans.
Plan tiers set the ceiling
The accepted answer splits the feature set by tier. The HR Support Center comes with Workforce Premium and Workforce Elite. Live HR Advisors, reached through a chat icon inside the support center, are reserved for Elite alone. Base Workforce Payroll gets neither, and the only route to them is an upgrade. The upgrade path is a subscription change rather than a separate add-on purchase.
Coverage inside the support center is practical: compliance questions, hiring practices, employee management, handbook creation, and job description writing. One of the standout pieces is an Employee Handbook Wizard, a guided tool that walks you through building a handbook and helps ensure the right policies land in it. Take a generic example: a small shop wants a simple leave policy in writing; the wizard drafts the handbook section, and the library explains what that policy should cover.
Choosing Search more inside a topic hands you off to the partner’s full HR library, so the QuickBooks interface is only the doorway.
Who unlocks it first?
This is the part that catches teams out. The first access must be performed by the primary admin of the account. Until that happens, nobody else sees a working entry point, no matter what their payroll permissions say.
After the primary admin has opened the service once, the door stays open. Company admins and standard users with payroll access can then use the HR tools on their own logins. Access follows ordinary payroll permissions from that point.
How do you reach the tools once you qualify?
The navigation is short. From the main menu, choose All apps, then Payroll, then HR Advisor. You can also reach the same place from the Payroll area itself. Pick any topic that matches your question, then a subtopic for detail. When the local list runs dry, Search more takes you into the partner support center, where the wider HR library lives.
Live advisors work the same way for Elite subscribers. Open the support center, select the chat icon, and a human HR advisor joins the conversation. The accepted answer notes you can come back to those conversations as often as you need.
Do accountants get their own route?
Yes, with a wrinkle. Accountants can reach the HR services through their own Workforce Elite account rather than through a client’s file. That matters when a client is on a lower tier and the accountant still needs a compliance or handbook answer on the spot.
Our read on the fix
Nothing here is broken, which is why reinstalling, refreshing, or switching browsers fixes nothing. If the HR options are absent, check the tier first. If the tier is right and the options still refuse to open, ask who made the first attempt. A single sign-in by the primary admin clears the path for everyone else. For teams already on Premium or Elite, the door is simply waiting for that admin.
We would add one caution before you plan around these tools. A team that expects live advisor chat on a mid-tier plan will plan around a feature it does not have. The support library alone may justify the step up for some; the live chat is the Elite differentiator.
