Who Needs to File

Vermont employers with more than four employees must determine whether a Health Care Assessment Contribution is due for the reporting quarter. The definition matters because only hours from uncovered employees feed into the calculation. An uncovered employee falls into one of three categories:

  • An employee of a company that does not offer to pay any portion of health care coverage costs.
  • An employee who is not eligible for coverage under the employer’s health care plan, even though the plan is offered to others.
  • An employee who is offered and is eligible for coverage but declines it and has no other health care coverage — private or public.

Employees who have coverage through another source do not count as uncovered, even if they declined the employer’s plan.

Making Adjustments

Because the worksheet pulls directly from the C-101, any adjustment to the health care contribution for a given quarter must be entered on the C-101 report itself. Editing the HC-1 in isolation will not carry through to the underlying filing data. Users should keep the completed worksheet for their records once the C-101 is finalized.
