QuickBooks Desktop handles the heavy lifting for Maine’s quarterly income tax withholding return, but employers filing Form 941ME still need to understand the state’s electronic filing requirements, payment thresholds, and scheduling rules to stay compliant.

What Form 941ME Covers

Maine requires employers to file Form 941ME — the Employer’s Return of Maine Income Tax Withholding — any quarter they pay wages or salaries subject to state income tax withholding. The form reconciles the total tax withheld for the quarter against any semiweekly withholding payments made during that period. It is due on or before the last day of the month following the close of each calendar quarter, and that deadline holds even for quarters with zero withholding.

The same form serves double duty as an amended return if you need to correct a previously filed quarter.

The E-Filing Mandate

All Maine employers are required to electronically file both income tax withholding and unemployment insurance tax returns. If you e-file, you do not mail the paper form. Employers who find electronic filing a genuine hardship can request a waiver from Maine Revenue Services under MRS Rule 104.

Electronic payment carries its own mandate. Employers with a combined Maine tax liability of $10,000 or more during the applicable lookback period — or those required to make semiweekly payments — must pay electronically via Electronic Funds Transfer. That said, the software does not catch every special case. Employers who received written permission from Maine Revenue Services to exclude Schedule 2 must manually check the box on line A — and that checkbox must be marked every quarter the permission remains in effect. QuickBooks will not know about that exclusion unless you tell it.

Schedule 1 and Semiweekly Filers

Employers who reported Maine income tax withholding of $18,000 or more during the 12-month period ending June 30 of the prior year fall into the semiweekly deposit category. If your withholding crosses that $18,000 threshold, the deposit schedule changes and the reconciliation form expands. QuickBooks tracks the underlying payroll data, but the semiweekly classification itself depends on prior-year totals that the state establishes.
