Louisiana employers wrapping up year-end payroll in QuickBooks regularly encounter questions about Form L-3, the state’s annual Transmittal of Withholding Tax Statements. The form serves as a cover sheet for submitting copies of employee W-2s, W-2Gs, and certain 1099s to the Louisiana Department of Revenue, and QuickBooks users often need clarity on what the software handles versus what must be done outside it.

What Form L-3 Covers

Form L-3 reports gross payroll for the year and total state income tax withheld and paid throughout that year. It must accompany copies of any W-2 or W-2G reporting Louisiana-taxable income, any 1099 reporting Louisiana income tax withheld, and any federal 1099-MISC meeting specific criteria: payments of $1,000 or more to a non-resident for rents or royalties on Louisiana properties.

The filing deadline is January 31 of the following year, or within 30 days after the final wage payment of the year — whichever applies. When the deadline lands on a weekend or legal holiday, it shifts to the next banking day.

The E-Filing Threshold

This is where confusion often sets in for QuickBooks users. Any employer filing 50 or more W-2s must submit both Form L-3 and the accompanying W-2s electronically through the Louisiana Department of Revenue’s portal. Penalties apply for employers who are required to e-file but fail to do so.

Critically, QuickBooks does not submit Form L-3 to Louisiana on your behalf. The software generates the W-2 data you need, but the L-3 transmittal itself must be completed and filed through the state’s system. This means no manual data entry of L-3 fields occurs inside QuickBooks — the transmittal is handled entirely on Louisiana’s end.

Generating W-2 Data in QuickBooks Desktop

For QuickBooks Desktop users, the W-2 creation process follows a defined path. From the top menu bar, navigate to Employees, then select Payroll Center (or Payroll Tax Forms & W-2s in some versions). Choose Process Payroll Forms and select Annual Form W-2/W-3 from the list of available forms. QuickBooks will prompt you to select the tax year and review employee data before generating the forms.

QuickBooks pre-fills most W-2 fields automatically using the company, payroll, and employee data already stored in your company file. Review each W-2 carefully for any fields the software could not populate — typically this happens when employee or company setup information is incomplete or outdated.

Generating W-2 Data in QuickBooks Online

QuickBooks Online users access W-2s through a different route. From the left navigation panel, select Taxes, then choose Payroll Tax. Look for the Annual Forms section and select W-2, Copies A & D. Choose the appropriate year and follow the on-screen prompts to review and generate the forms.

As with the Desktop version, QuickBooks Online populates most fields from existing payroll data. Any gaps usually indicate missing information in employee or company records that should be corrected before filing.

Exporting for Electronic Filing

Employers required to e-file — or those who choose to do so voluntarily — can create a W-2 file from QuickBooks and upload it directly to the Louisiana Department of Revenue’s electronic filing portal. In QuickBooks Desktop, this is typically done through the same payroll forms menu by selecting the option to create an electronic file rather than printed copies.

Once the W-2 file is generated, you enter your L-3 information directly on the Louisiana Department of Revenue website. The state’s system walks you through the transmittal fields using the data from your exported W-2s.

Mailing as an Alternative

Employers who are not required to file electronically and prefer paper submission mail the completed L-3 along with copies of all W-2s, W-2Gs, and applicable 1099s to the Louisiana Department of Revenue in Baton Rouge. The state stresses that returns missing correct account numbers — including those marked “Applied For” — cannot be processed. Businesses must complete the account application and receive their assigned number before filing, a process that typically takes three business days from receipt.

Common Sticking Points

QuickBooks users most often run into trouble when they expect the software to handle the entire L-3 process end to end. QuickBooks prepares the W-2 data, but the transmittal form and actual submission happen through Louisiana’s systems. Ensuring your company file contains accurate state withholding information throughout the year — not just at filing time — is what keeps the year-end process smooth.
