Filing Delaware Form WTH-TAX Quarterly Withholding Returns in QuickBooks

QuickBooks prefills most of Delaware's quarterly withholding tax form, but several fields and adjustment rules still trip up payroll filers each quarter.

QuickBooks Desktop payroll users responsible for Delaware quarterly withholding tax returns have reported confusion over which fields the software prefills, how to handle discrepancies between tax withheld and amounts remitted, and where the final paperwork needs to go. The form in question — Delaware Form WTH-TAX — is the required return for employers who file and pay state withholding tax on a quarterly schedule, and QuickBooks is designed to populate the majority of it automatically from existing payroll data.

What QuickBooks Fills In Automatically

For most users, the heavy lifting is already done by the time the form opens on screen. QuickBooks pulls company information, payroll totals, and employee withholding data directly from the company file and prepopulates the corresponding fields on Form WTH-TAX. In a typical scenario where all payroll has been processed correctly throughout the quarter inside QuickBooks, there is little to no manual data entry required beyond review and signature.

That said, the software does not catch every situation. Users should carefully scan every field before filing, paying particular attention to areas QuickBooks leaves blank or where corrections may be warranted.

The Delaware Taxpayer ID Problem

One of the most common stumbling blocks is the Delaware Taxpayer ID field. The Delaware Division of Revenue mandates a 13-digit account number on the form. If the number stored in QuickBooks is incorrect, incomplete, or formatted improperly, the form will carry that error forward. Corrections must be made inside QuickBooks Payroll Setup or the Payroll Item List setup before generating the return — editing the form directly is not a reliable workaround because the underlying data remains unchanged for future filings.

Due Dates and Filing Frequency

Quarterly returns are due on the last business day of the month following the close of each calendar quarter. When that date lands on a weekend or holiday, the deadline shifts to the next business day. One point that catches some employers off guard: quarterly filers must submit a return every quarter regardless of how much — or how little — Delaware tax was actually withheld. Zero withholding does not eliminate the filing requirement.

Handling Adjustments on Lines 1 and 2

The adjustment logic between Line 1 and Line 2 is where many filers run into difficulty:

  • Line 1 (Tax Withheld): This represents the total Delaware income tax withheld from employee wages during the period. QuickBooks imports the figure automatically, but it can be manually overridden if a specific situation demands it.

  • Line 2 (Amount Remitted): QuickBooks transfers the Line 1 amount to Line 2 by default. However, if the actual payment differs — because of a prior underpayment or overpayment — this is the line to adjust. Underpayments from a previous return get added to the Line 1 figure and remitted in full. Overpayments get deducted from Line 1, and only the net amount is sent.

When Line 2 differs from Line 1, the form requires a period-ending date for the adjustment being made, along with a written explanation on the back of the form. QuickBooks does not generate that explanation automatically; filers must supply it themselves.

Amended Returns and Final Submission

If the return being filed corrects a previously submitted one, the Amended box on the form must be checked before printing or filing. QuickBooks does not automatically detect whether a return is amended — the user must make that selection.

The signature area requires an email address, phone number, and the current date. Once signed, the return — along with full payment if any tax is owed — goes to the Delaware Division of Revenue at their Wilmington post office box address.

Generating the Form

To produce Form WTH-TAX inside QuickBooks Desktop, users should navigate to the Employees menu, select Payroll Tax Forms & W-2s, then choose Process Payroll Forms. From the list of available forms, select the Delaware quarterly withholding return and follow the on-screen prompts to review, adjust, and print or e-file. Ensuring that all payroll has been processed and that the Delaware Taxpayer ID is correctly entered before reaching this step will minimize the need for manual corrections on the form itself.
