Arizona Form A1-R Withholding Reconciliation in QuickBooks: What Fills and What Doesn't
QuickBooks prefills most of Arizona's annual Form A1-R from W-2 data, but W-2c, W-2G, and 1099-R withholding must be entered manually.

QuickBooks Desktop handles the bulk of Arizona’s annual withholding reconciliation form, Form A1-R, by pulling figures directly from the company file’s W-2 data. But employers who also file W-2c, W-2G, or 1099-R forms will find that those amounts do not flow in automatically — and the software does not support amended filings at all.
What Form A1-R Covers
Form A1-R is the Arizona Withholding Reconciliation Return, filed annually to reconcile an employer’s withholding liability and quarterly withholding payments against the total state tax withheld as reported on federal Forms W-2, W-2c, W-2G, and 1099-R. The return also serves as a transmittal document for the state copies of those federal forms.
Any employer or withholding agent who withheld Arizona tax during the preceding calendar year must file the return. The filing deadline falls on or before January 31 of the following year. When that date lands on a weekend or holiday, the deadline shifts to the next business day. Completed returns are mailed to the Arizona Department of Revenue in Phoenix.
What QuickBooks Prefills
When a user opens the A1-R form within QuickBooks, the software populates most fields automatically, drawing on the company, payroll, and employee data already stored in the file. In a fully maintained QuickBooks company file — one where all payroll has been processed and recorded throughout the year — the form typically requires little to no manual entry beyond reviewing what QuickBooks has filled in.
Users are advised to scan for any blank fields and supply the missing details before filing. QuickBooks provides in-product help through a Help button on the form window itself, which covers general navigation of the form screen and basic troubleshooting.
The W-2 Limitation
The most significant gap users encounter involves the scope of QuickBooks’ automatic calculations. The software tracks and calculates withholding amounts only for W-2 forms. If an employer has also issued W-2c (corrected W-2), W-2G (gambling winnings), or 1099-R (distributions from pensions, annuities, retirement plans, or similar instruments) forms with Arizona tax withheld, those figures will not appear on the A1-R automatically.
To incorporate those amounts, users must manually enter the quarterly withholding liability for each form type into the smart worksheet that sits above Line 1 on the form — specifically Lines A through E. Once entered, QuickBooks adds those manual figures to the corresponding lines in the main body of the return (Lines 6 through 9), folding them into the reconciliation totals.
This manual step matters because the A1-R is designed to reconcile all withholding — not just W-2 withholding — against the state copies of every federal form being transmitted. Omitting the non-W-2 amounts would leave the reconciliation incomplete.
Amended Returns Not Supported
QuickBooks does not support filing an amended A1-R. If an employer discovers an overpayment or underpayment of withholding liability after the original return has been filed, the correction path runs through Arizona’s quarterly reconciliation form, Form A1-QRT — not the annual A1-R. An amended A1-QRT must be submitted to claim a refund for an overpayment or to remit an additional payment for an underpayment.
The A1-R form itself should not be used to claim refunds or submit payments owed. Employers who need to file an amended annual return for any other reason should follow the instructions provided by the Arizona Department of Revenue rather than attempting to process the amendment through QuickBooks.

For employers who want to verify where specific figures on the A1-R originated within their QuickBooks data, the form window provides hyperlinks that trace amounts back to their source. QuickBooks also offers guidance on summarizing payroll data for export to a spreadsheet, which can be useful for cross-referencing totals before filing, and on saving a copy of the completed form as a PDF for recordkeeping.
